Accessibility

We aim at WCAG 2.2 level AA. This page says what is actually true today, including what is not right yet, and how to tell us when we have got something wrong.

What the site does

• These pages ship no JavaScript at all. Nothing is revealed by a script, nothing depends on a hover, and there is no interaction that a keyboard cannot reach — because there is no interaction beyond links.
• Nothing important is hidden behind a control. The price, its breakdown, the ministry’s own fee and the refund policy are all in the page text. A screen reader encounters them in reading order rather than having to open anything.
• Every colour meets 4.5:1 or better against its background, and the figures are recorded next to the colour definitions rather than measured once and forgotten. Colour is never the only way something is communicated.
• Text resizes. Sizes are relative, the layout reflows to 320px, and the disclosure bar is set at the larger of 1rem and the page’s own body size, so it can never end up smaller than the text around it.
• A skip link is the first thing in the tab order, focus is visible on every interactive element, and headings run in order without skipping a level.
• The form asks for three things — a licence number, an email address and where you live. Each has a real label, a described format, and an error that says what is wrong rather than that something is.
• Motion. There is none. Nothing animates, moves, autoplays or refreshes.

What we know is not right yet

Listed because a statement with no known problems in it has usually not been tested.

• No independent audit. The site has been checked by its authors with automated tooling and a keyboard, not by an accessibility specialist and not by someone who uses a screen reader daily. Those are different things and only the second pair finds the real problems.
• No formal VPAT or conformance report.
• The tables are wide. The fee and record-comparison tables scroll horizontally on a narrow screen. They carry proper row and column headers, but a scrolling table is harder work than it should be.
• The checkout is not ours. The payment step runs on Stripe’s hosted page. We chose it for security reasons and we do not control its accessibility.
